Message from the Principal and Managing Director
With the current trend being to utilize Multiple Award Schedule Contracts, for the past several years I have focused on assisting small businesses maintain their GSA schedules. One of the most important areas has been getting increases as soon as allowable (especially when their previous GSA Schedule Consultant did not get them a five year pricing schedule) and adding products and services as the breadth of their commercial offerings broadens. I have been working in the field of Government Procurement since 1988 and working as an independent Government Contract Consultant since 1998. My formal education has been a BS in Business from the University College, University of Maryland, and an MS in Contracts from the Florida Institute of Technology and I have been a member of the National Contract Management Association since 1988. From my early beginnings at Martin Marietta (now Lockheed Martin), I have experience administering contracts in the manufacturing end through to services. There were Federal Acquisition Regulation and various agency supplements with compliance issues to be worked along with International Traffic in Arms Regulation and State Department compliance. The hardware has been such items as navigational equipment for ships and submarines, listening devises for ships and submarines, robotic forklifts and night vision goggles. The services ranged from IT services to purchasing dining facility services, to management and business improvement services. I have been involved in contract formation, modifications, claims, government reporting, negotiations, closeout, risk mitigation, advisor and mentor to junior personnel, multitasked hundreds of contracts, Government Property issues, financial management, converted accounting system from Quickbooks to Deltek GCS Premier, uncovered significant funding and billing errors, and performed cash flow management. Additionally the breadth of my experience covers subcontract administration. Within this area I dealt with vendors all over the world, negotiated terms and conditions, performed audit of files to ensure compliance with full and open competition requirements, ensured vendors were only paid within the scope of their subcontract, interpreted and convinced a Government Contracting Officer that an approved purchasing system was not required, recompeted several millions of dollars of subcontracts to ensure compliance with the full and open competition requirements of the Federal Acquisition Regulation.
